The housing authority is governed by a five-member Board of Commissioners. The Board is appointed by the Association of Village Council Presidents, a non-profit regional tribal organization organized by 56 federally recognized tribal councils. The appointments are made at the AVCP annual convention held every October. The commission seats are at-large and are three year terms. The Board establishes and adopts policies and hires the Chief Executive to administer and implement the policies.
The Board of Commissioners meets each month except June and July.

The Association of Village Council Presidents Regional Housing Authority is governed by a five-member Board of Commissioners. The Commissioners meets on a monthly basis with its annual meeting held in Anchorage every October.
The Commissioners are appointed by the Association of Village Council Presidents at its Annual Convention. The terms are for three years. Terms are staggered as two commissioners are appointed each year, except one Commissioner is appointed every third year. In the event of a vacancy, AVCP shall appoint a new member to serve the unexpired term. Commissioners hold their offices until their successors are both elected and qualified. Each Commissioner takes an Oath of Office before serving.
The Chairman, Vice-Chairman, Secretary and Treasurer are elected at the Annual Meeting of the Board of Commissioners and hold office for one year or until their successors are elected and qualified.
