The Alaska State Legislature recently passed a bill authorizing three programs aimed at helping Alaskans reduce their energy bills and make their homes more energy efficient. The three programs are: Home Energy Rebate Program, Weatherization Program and Second Mortgage Program for Energy Conservation. Funding for these programs is provided by Alaska Housing Finance Corporation.
Under the Home Energy Rebate Program homeowners who want to make their own energy-efficient improvements can receive a rebate for some to all of the expenditures, based on a certified energy rating.
The Weatherization Program is for individuals who meet certain income guidelines and provides free weatherization assistance for homes, rentals, and multifamily dwellings. The program will be implemented by the five weatherization providers in the state and also by the regional housing authorities.
The statewide provider for the AVCP/Calista region is Rural Community Action Program (RuralCAP) located in Anchorage.
Under the third program, the Second Mortgage Program for Energy Conservation, borrowers can apply to AHFC for financing to make cost-effective energy improvements on owner occupied properties.

AVCP REGIONAL HOUSING AUTHORITY WEATHERIZATION PROGRAM
AVCP Regional Housing Authority will be doing weatherization activities for the houses that are still under its management. This means home that have not been conveyed will be subject to weatherization activities.
Presently, AVCP RHA is conducting weatherization activities on homes in villages where modernization activities are currently under way. We will notify homebuyers, as far in advance as possible, if we will be doing modernization projects.
What about privately-owned homes?
As stated above, the weatherization service provider for the region is Rural CAP located in Anchorage. You can contact them at 1-800-478-7227.
However, AVCP RHA will be conducting weatherization work on privately owned homes in the near future, under the terms of an agreement with AHFC and in coordination with Rural CAP. Again, AVCP RHA’s activities will begin on homes in villages where modernization activities are already under way.
