NAHASDA requires that in order to receive an Indian Housing Block Grant, each tribe or Tribally Designated Housing Entity must submit an Indian Housing Plan to HUD for each fiscal year. Each plan must have a Five Year Plan and a One Year Plan along with a mission statement of the entity. Each Indian Housing Plan must include individual goals and objectives and outline the performance objectives or deadlines for each proposed activity. Each plan must include a listing of funding sources and a budget, by line item, as to how the funds will be used.
Each of the housing authority’s Indian Housing Plans has been reviewed and approved by the AVCP Housing Indian Housing Planning Committee. The 10-member committee is comprised of one member from each of the AVCP Administrative units. The planning committee meets on a quarterly basis and reviews proposed amendments to open housing plans and also provides recommendations to the development of new Indian Housing Plans to be submitted on behalf of the housing authority’s member tribes. The Indian Housing Planning Committee members are selected annually during the Annual Housing Conference.
